Zip tie under rear attached to seat belt??

Is this zip tie supposed to be around the seat belt connection under the rear 70/30 split seat? This is under the 30 seat side. Anyone know why ?

Not sure why other than to add a little bit of spring-like resistance to the seat belt receiver, but it's normal and all have them. I read a thread on this somewhere, I don't think it was this forum, but I can't remember where specifically. I removed mine when I removed the rear seats to install the Sound Assassin material and put another back in its place to keep it consistent when I put the seats back.

My guess would be that it keeps the seat belt anchor from pivoting too far rearward, resulting in the latch receiver getting pulled into the gap between seat bottom and the back when the seat is folded down. You'll notice the seat bottom moves forward when folded.
Still just a guess.
