Rocker Panel Foam?

So I had the 392 on my lift and I noticed this spray foam looking material in the front drain slot of the rocker. Both driver and passenger sides. It really looks and feels like spray foam, not urethane sealer that's used on seams. Anyone else have/seen this? I think I'm going to remove as much as possible so that it doesn't trap water/dirt/salt.

That stuff’s all up in there. If you ever take your rear fenders off you can see how far up it goes.
