How do you mount a License Plate on the Front Bumper with a Winch?

I live in Missouri where we are required to have a front plate. The issue is that I plan on adding a winch which makes it harder to put a plate on the front over the fairlead while still keeping the functionality of the winch. I have scoured Amazon and Quadratec for a good solution but haven't had any luck. I have an Amazon special on my JK and it beat to crap and rusty from a bit of off-roading in Arkansas. I am just looking at what other people have used that worked out well for them. I would rather not put something cheap and flimsy on my 392.

That looks good. That's probably the way I will go in the future. The flip up one just isn't getting the job done. My license plate is now U shaped after hitting some brush. I also like not having to mess with it every time I use my winch.
 
Just mounted mine on the underside of the stick bumper. Made a simple bracket with aluminum and sandwich it between the bumper and the lower bash plate. Very clean, legal, and easily reversible with no additional drill holes.

Simple 1/8” 90° aluminum piece. 1 hole drilled to mount to the bumper. 2 drilled on the other side for license plate. Being sandwiched between the bumper and bash plate, it doesn’t rotate. Painted with truck bed liner (textured).
Doesn’t hang down too far and just drive at 70-85 mph and no vibration or noise.
Literally about a $8 job.
In Colorado, the specify the want the plate “vertical”.

I also use torx security button head screws all the way around. Seems Plate theft is a thing these days. Also, I score my stickers into various shapes in case someone tries to peel it, it comes off like a puzzle piece and they leave it. Yes, I’ve had stickers stolen… 🤓
