I got tazer coming on Monday... will let you knowHPTuners MPVI2 will probably do it. Their web site does not specifically tell you everything it can do, so I sent a request to them for a call back to answer my questions. Ryan called me the next day and told me the MPVI2 can access and reprogram the top speed limiter. I did not ask about the 4 cylinder drop off as I was unaware of this until I saw your message. It will probably be able to reprogram that also.
The HPTuners is expensive at $680 to acquire all that is needed for your 392. A follow-up email from Ryan: Your 2021 Jeep will require a MPVi2, PCM mod ( or new PCM), 2 engine credits, smart access cable and 4 transmission credits.
The credits are really a software license fee to HPTuners that enables you get past the built in security of the PCM (Powertrain Control Module) and ECM (Engine Control Module).
After talking with Ryan it occurred to me that reprogramming these items could void the warranty. It will be detectable by the dealer unless you restore the original settings before taking it in for service every time. I don't know this as a fact, but it is a concern I have.
I am thinking for now that I may just purchase a Tazer JL Mini (~$329) programmer to handle the tire size change and other items that do not impact the warranty. I am still researching this.... Anyone else have information on this?

Not 100% sure, but it is my understanding that dealers can access all history even if you reset to original settings. Of course they would have to go through the history but sometimes they do just to make sure mods to PCM or ECM were not made. How can I say thankyou enough. You guys did a lot of research for me. I also did some research at the dealer. They will not perform any performance mods, and anything that is done will be detected and cause warranty issues. As far as the 4 cylinder cutoff at cruise, I think that can be accomplished at the dealer without any issues. They are checking into that as we speak. I will update the info when I hear from Them. I agree @Maxx. I will also leave this without major mods to the power train during the duration of the warranty. I will wheel and see what I can do with it in stock form and get a pretty good idea of any need for improvement/upgrade. The thing is a beast stock from the factory. I’m personally going to leave things alone on it. Don’t think I’d ever want or need to go over 100 in a Wrangler. Larger tires would be nice at some point.

I disagree. The PCM does not store older versions of the settings, it only contains the current settings. The dealership will be able to detect settings that are out of spec, but won't know if those settings were out of spec, but were returned to spec before they saw it. However, the HPTuners product is a very high-end performance tuner and monitor, typically used by folks building and operating in competitive situations. It is not something I would recommend for someone who doesn't really know what they're doing and have a really good reason to do it. And the cost point, I don't think, justifies the purchase just to remove the speed limit. Anyone checked into computer mod that will eliminate the mph cutoff and the 4 cylinder drop at cruising speed
